PALEMBANG, JBM.CO.ID. Ketua Aktivis Lintas Generasi (ALG) yakni Sukma Hidayat akrab disapa Sukma ditemui di sela-sela kesibukannya dalam mempersiapkan dekralasi ALG untuk meminta tanggapan mengenai permasalahan rumah tak layak huni yang ada di Desa Suka Damai I Kecamatan Pedamaran Kabupaten OKI, (Jumat, 03/01/2020).
Informasi yang kami terima dari Ketua LSM Libra Indonesia OKI yakni Ibu Siti Aisyah. Kami sebagai aktivis merasa sangat prihatin dengan rumah yang dihuni oleh keluarga Bapak Suhani karena sudah bisa dikatakan tidak layak huni lagi. Karena sebagian rumah sudah hampir ambruk. Namun pertanyaannya “ Kemana pemerintah daerah dan setempat?” Kenapa keadaan ini bisa terjadi. Ujarnya.
Ditambahkan lagi, bahwasanya program pemerintah pusat melalui Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) mengenai Prorgam RTLH. Tentunya anggaran dana rehabilitasi Rumah Tidak Layak Huni (RTLH) sudah pasti besar. Namun sangat disayangkan apabila masih ada masyarakat yang hidup dan tinggal di rumah yang tak huni seperti yang dialami oleh keluarga Bapak Suhani. Ungkapnya.
Sementara itu Sukma Hidayat mengatakan bahwa berdasarkan Peraturan Menteri No 13/PRT/2016 Tentang Bantuan Stimulan Perumahan Swadaya . Bantuan Stimulan Perumahan Swadaya (BSPS) adalah bantuan pemerintah berupa stimulan bagi masyarakat berpenghasilan rendah untuk meningkatkan keswadayaan dalam pembangunan/ peningkatan kualitas rumah beserta prasarana, sarana, dan utilitas umum.
Bantuan BSPS bertujuan untuk mewujudkan rumah yang layak huni yang didukung dengan prasarana, sarana, dan utilitas umum sehingga menjadikan perumahan yang sehat, aman, serasi, dan teratur serta berkelanjutan, serta untuk mengoptimalkan pengaturan bantuan pembangunan rumah bagi masyarakat berpenghasilan rendah yang berupa stimulan rumah swadaya serta melaksanakan ketentuan Pasal 54 ayat (5) Undangundang Nomor 1 Tahun 2011 tentang Perumahan dan Kawasan Permukiman.
Ditambahkan Sukma Hidayat Tentu peranan pemerintah daerah sangatlah penting dalam menginventarisir bagi masyarakat yang berpenghasilan rendah dan harus bersinergi dengan pemerintah pusat. Tandasnya.
