Hearing tersebut terkait dengan pembahasan anggaran Dinas PUPR untuk tahun 2020 mendatang. Hearing itu dihadiri Wakil Ketua DPRD Provinsi Lampung Raden Muhammad Ismail, Ketua Komisi IV DPRD Lampung Tony Eka Candra serta seluruh anggota komisi IV, Kepala Dinas PUPR Mulyadi Irsan beserta pejabat eselon III.
Ketua Komisi IV DPRD Lampung, Tony Eka Candra, mengatakan, DPRD mendukung pemerintah provinsi Lampung dalam hal pembangunan infrastruktur di tahun 2020 dengan target jalan 76 persen, anggaran kurang lebih Rp. 520 Miliar.
“Jadi kalau mau semua baik jalan provinsi itu membutuhkan secara keseluruhan Rp. 6 Triliun, jika 100 persen jalan mantap. Akan tetapi untuk tahun 2020, diusulkan anggaran Rp. 520 Miliar, karena targetnya mantap 76 persen,” ungkap Tony Eka Candra diruang komisi IV DPRD Lampung.
Menurutnya pemerintah provinsi Lampung menargetkan hingga 2024 mendatang, infrastruktur jalan mencapai 83 persen mantap.
“Maka hari ini RDP dengan Dinas PUPR Provinsi Lampung, sesuai dengan yang tertuang dirancangan APBD 2020, kita mengeluarkan beberapa rekomendasi,” katanya.

Untuk mendukung Dinas PUPR, gunakan anggaran ideal 2019-2024, dalam setiap tahunan anggaran sesuai RPJMD Provinsi Lampung hingga 2024.
“Kita ketahui tidak hanya infrastruktur jalan, melainkan di bidang lainnya juga. Kita ketahui total jalan provinsi sepanjang 1693,27 km, dengan 99 ruas jalan ini membutuhkan anggaran tidak kecil. Maka untuk mencapai itu, anggaran harus terus ditingkatkan, pada tahun-tahun mendatang, anggaran tahun 2020 sebanyak Rp. 520 Miliar, dan nanti terus ditingkatkan APBD Perubahan 2020,” katanya.
Selain itu, DPRD sepakat lebih prioritaskan pembangunan jalan atau perawatan (rehabilitasi) jalan kepada jalan provinsi yang punya dampak terhadap penguatan ekonomi daerah, dan pembangunan sosial. Seperti ruas jalan Kalirejo-Pringsewu- Padang Ratu-Gunung Sugih, ruas Gunung Sugih – Kota Gajah-Sadewa-Kotabumi. Ruas Kotabumi- Negara Serupa Indah-Tacap Adi Jaya Tulung Rindu.
“Itu berkaitan dengan penguatan ekonomi daerah, dan pembangunan sosial,” kata Politisi Golkar ini.
Keempat, peningkatan kapasitas jalan pada ruas ruas dukung sektor pariwisata Bandarlampung – Padang Cermin-Kota Agung, selanjutnya ruas Kalianda-Kunyir – Ketapang melingkari daerah Pariwisata.
“Kita juga sepakat daerah yang dilalui daerah industri penghasil dari hasil bumi. DPRD dukung Provinsi Lampung untuk optimalkan dana CSR guna percepatan penanganan jalan provinsi di wilayah perusahaan, dimana jalan tersebut dilalui oleh kendaraan perusahaan tersebut. CSR ini perlu disiapkan peraturan daerah (perda), ” ungkapnya.
Jadi, kata Tony, perusahaan itu sendiri nanti yang mengelola untuk perawatan dan peningkatan kapasitas jalan yang dilalui kendaraan perusahaan tersebut, tanpa paksaan tapi atas kesadaran sendiri.
“Ini baru rekomendasi kita untuk mendorongnya, jika ini diterima, tinggal gimana nanti tehnisnya, ya kita lihat nanti. Maka ini baru rekomendasi, tehnisnya nanti dicari, dengan payung hukum yang jelas (perda),” katanya.
Ketujuh, DPRD mendukung dan mendorong pembangunan infrastruktur jala dan jembatan, butuh peningkatan bersama untuk menaikkan honorarium pengelola kegiatan.
